Customers are at the top.

Projects belong to customers. (One customer can have multiple projects)

Estimates belong to projects. (One project can have multiple estimates)

Change Orders belong to Projects. (One project can have multiple change orders)

If you delete an estimate, you just delete that estimate.

If you delete a change order, you just delete that change order.

If you delete a project, you delete the project and all estimates and change orders belonging to that project.

If you delete a customer, you delete the customer and all projects, estimates and change orders belonging to that customer.

So before you can create an estimate you must first create the project the estimate is for and before you create a project you must create the customer the project belongs to.
